CEA performance workflow

A CEA-referenced rocket performance workflow.

RPL Engine Workbench uses CEA-referenced thermochemistry inside an integrated sizing, geometry, and reporting workflow. An optional local RocketCEA backend can be used where installed, and backend provenance and fallbacks are labeled in the result stream. No NASA CEA binary is bundled.
